Bounded operating rules
- • Do now in tighter conditions: In Safety Mode, ship only roadmap items that show customer value within six weeks and pause lower-leverage streams.
- • Do now in easier conditions: In Risk-On, loosen constraints only on bets with <90 day impact and clear owner checkpoints.
- • Proceed threshold: Proceed when capacity load, critical dependencies, and executive checkpoints are within plan.
- • Pause if: Stop adding scope when any team breaches agreed WIP/dependency limits or tightness rises above threshold.
- • Re-open when: Re-open paused streams after two improving weekly briefs or one stable month below tightness stress thresholds.
Posture split: In Safety Mode, narrow scope; in Risk-On, re-open adjacent options with guardrails.
Who should run it: Product manager, engineering manager, design lead, and one operations/program partner.
